Honorable Chief Magistrate Judge Capel was sworn in as a United States Magistrate Judge on May 10, 1999. Judge Capel graduated from the University of Utah with a B.S. degree in political science in 1977. He received his masters in Public Administration from Auburn University at Montgomery and his J. D. degree from Wayne State University in 1982.
Prior to his appointment to the Middle District of Alabama in 2006, Judge Capel was a United States Magistrate Judge for seven years in the Eastern District of Michigan. He has more than thirty years of legal experience, which includes four years in the private practice of law, five years as a Deputy Federal Public Defender in Michigan, and four years as an Assistant Attorney General in Christiansted, St. Croix, United States Virgin Islands.
